Faster Moon positions and Moon events

Almanac 0.4.1 speeds up Moon positions and the searches built on them in TypeScript and Swift. The public API is unchanged.

The focused year benchmark returns the same 705 Moon events:

Swift	127.762 ms	42.581 ms	66.7% faster

Representative Moon-dependent workloads are 35% to 62% faster in TypeScript and 51% to 69% faster in Swift.

This release also makes the tag workflow create a GitHub release for every published version.
