First maritime zone tiles

Maritime zone tiles for @openwaters/maritime-zones 0.1.0. The package downloads the tiles it needs from this release and checks each against the sha256 in tiles.json.

586 seekable zstd tiles (256 KiB frames, level 19), 282 MB in total. Sizes and SHA-256 cover the compressed downloads.

Zone and boundary features: Marine Regions Maritime Boundaries Geodatabase (Flanders Marine Institute), CC-BY 4.0. Coastline features: © OpenStreetMap contributors, ODbL 1.0. The source archive is recorded in upstream.lock.json. Marine Regions land_v9 is not used.

This is an experimental release while VLIZ's confirmation of derived-tile redistribution is pending. The release and Pages mirror may be removed. The package remains private and is not published to npm.
